The IfSP is a key instrument of the EU to help prevent and respond to crises and create a safe and stable environment. The Union shall provide technical and financial assistance in response to exceptional and unforeseen situations and provide the technical and financial assistance to cover specific areas. Such technical and financial assistance shall cover support for measures aimed at building and strengthening the capacity of the Union and its partners to prevent conflict, build peace and address pre- and post-crisis needs in close coordination with the United Nations and other international, regional and subregional organisations, and State and civil society actors.
