Search for senior and junior short-term experts in the field of aid information and management systems
The Capacity Development Facility to support the implementation of sector programmes under the ENPI Annual Action Programmes for Belarus - CDFB EU Project is looking for 1 senior and 1 junior short-term experts in the field of aid information and management systems.

The senior short-term expert must be available for 10 days of work in the period of 16 April 2015 - 31 August 2015. The junior short-term expert must be available for 50 days of work in the period of 16 April 2015 - 31 August 2015.

The basic task of the specialists will be to carry out a needs assessment study and identify system regarding requirements for aid information and management analysis based; draft a Concept on Integrated Interactive Platform for Planning and Coordination of International Technical Assistance in Belarus; on the basis of a Concept develop a Terms of Reference for the creation of interactive platform “Atlas of technical assistance project and programmes implemented in Belarus”; prepare tender dossiers for procurements. The Senior Expert required for this assignment should have university diploma in a discipline relevant to the expert’s assignment, or equivalent; fluency in English (Russian and/or Belorussian (written and spoken) would be an advantage); good writing and verbal communication; able to work task/output-oriented; minimum of 10 years of general professional experience, of which 5 – in international development assistance field; minimum 5 years of proven practical experience in the development of Aid Management Platforms and Aid Financial Management Systems (preferably, Development Assistance Database); knowledge of EU procurement procedures will be a strong advantage; experience in information system development to public administrations would be an advantage.

The Junior Expert required for this assignment should have: university diploma in a discipline relevant to the expert’s assignment, or equivalent; good knowledge in English and/or Russian and/or Belorussian (written and spoken); Good writing and verbal communication; able to work task and output-oriented; an outgoing personality with strong personal interaction skills; minimum of 10 years of general professional experience, of which 5 – in international development assistance area; experience in the development of Aid Management Platforms and Aid Financial Management Systems (preferably, Development Assistance Database); knowledge of EU procurement procedures/PRAG will be a strong advantage; experience in information system development to public administrations would be an advantage.
