1st Call for Proposals of the ENPI CBC Latvia-Lithuania-Belarus Programme has been launched

The Ministry of the Interior of the Republic of Lithuania acting as the Joint Managing Authority of the Latvia, Lithuania and Belarus Cross-border Cooperation Programme within the European Neighbourhood and Partnership Instrument 2007-2013 (further of – ENPI CBC Latvia-Lithuania-Belarus Programme) announces the 1st Call for Proposals for cross-border actions to be funded by the European Union as of the 15th of December 2009.

Actions: The action proposals should overall aim at enhancing the territorial cohesion of the Latvian, Lithuanian and Belarusian border region, securing high level of environmental protection, providing for economic and social welfare, as well as promoting intercultural dialogue and cultural diversity. They should in particular focus on one of the Priorities and Measures of the ENPI CBC Latvia-Lithuania-Belarus Programme.

Territory. The eligible territory of the ENPI CBC Latvia-Lithuania-Belarus Programme includes: Latgale region in Latvia, Utena, Vilnius, Alytus, Panevėžys and Kaunas counties in Lithuania and Grodno, Vitebsk, Mogilev and Minsk oblasts, as well as the city of Minsk in Belarus.

Applicants and partners. Every action under the ENPI CBC Latvia-Lithuania-Belarus Programme will be implemented by at least one organisation from the eligible territory in the EU Member States (Latvia or Lithuania) and one organisation from the eligible territory in Belarus. Each action will have an applicant organisation, submitting the proposal (who will act as beneficiary in case the proposal is approved for funding) and up to 14 partners. Funding. Provisionally, 8.000.000 euro will be allocated for the joint actions, proposed during this Call for Proposals. The EU co-financing rate for the action approved for funding cannot exceed 90% of its total budget. The advance payment not exceeding 80% of the total EU grant for the action is foreseen depending on the size and duration of the action. The minimum grant applicants can apply for per action is 50.000 euro and the maximum grant per action is 2.000.000 euro (300.000 euro in case of actions implemented under the Measure 1.5).

Submission of proposals. The applications have to be submitted to the Joint Technical Secretariat (Konstitucijos pr. 7, LT-09308 Vilnius, Lithuania) according to the procedure provided for in the Guidelines for Grant Applicants.

Deadline. The Call for Proposals will be open until the 2nd of April, 2010, 16:00 GMT+2 (Vilnius time). The applications submitted after this time will not be considered for EU funding.
