As of 1st December, 2009, when the Lisbon Treaty comes into force, the EU’s external relations are managed by the EU’s High Representative for Foreign Affairs and Security Policy, who will also be Vice-President of the Commission (hence “HR-VP”).
The first holder of this new post is, Baroness Ashton of Upholland. The HR-VP will be assisted by a new, tailor-made European External Action Service, which will draw staff from the European Commission, the Council, and diplomatic services of the Member States.
A formal decision on the shape and structure of the European External Action Service should be taken by the end of April 2010.
As a part of the new arrangements, The Delegation of the European Commission to Ukraine/Belarus will become the Delegation of the European Union to Ukraine/Belarus.
